Topographic and soil maps are often used to determine the location of headwater stream corridors for federal and state planning and regulatory purposes. Yet these maps are often inaccurate, raising serious questions about their use in regulatory applications.

Don Sipher Presents Paper at the Virginia Lakes and Watersheds Conference - 3/19/2008
Regional Vice President Donald Sipher presented a paper at the Virginia Lakes and Watershed Conference that discussed the specific technical issues surrounding his recommendations for repairing the Laurel Bed Dam in Clinch Mountain Wildlife Area of Russell County, Virginia. The dam is a Class I hazard structure that is experiencing a persistent and substantial seepage of an estimated 400gpm in the left abutment, beneath the concrete emergency spillway. In 2006, F&R began performing geotechnical investigations of the subsurface conditions. The investigations revealed that seepage was occurring in relatively shallow preferred pathways through the left abutment beneath the left end of the embankment. Two defined seepage paths were identified within these materials beneath the emergency spillway. The emergency spillway was found to have been serving as an unfiltered drain for the heavy seepage flows and loss of ground had occurred beneath the structure. A chemical grouting program was recommended, targeted to the identified seepage paths.read Mr. Sipher’s paper
