Education Projects

Children’s Learning Center; Charlotte, NC

F&R performed a geotechnical exploration, as well as a Phase I and Phase II environmental site assessment, for the proposed Children’s Learning Center project.  The project involved mapping highly variable rock and soil conditions, and providing deep foundation recommendations for the proposed structure.  In addition, an asbestos survey was performed on an existing building located at the site prior to demolition. F&R’s chemical laboratory performed various analyses on water and soil samples.  F&R’s environmental staff collected and ensured proper transportation of theses samples to the laboratory.  EPA sampling guidelines were strictly adhered to and proper health and safety measures were followed. F&R also provided geotechnical and environmental consulting services.

 

Prettyboy Elementary School; Baltimore, MD

As part of the design team with responsibility for developing mechanical system upgrades and improvements, F&R provided Hazardous Materials Surveys at the school.  Hazardous Materials Surveys included the identification and qualification of asbestos containing materials and lead based paints.  After completion of the survey work, F&R used the collected data to prepare a cost effective abatement design to be incorporated in the construction documents

 

 

Wake County Public Schools; Raleigh, NC

Since the early 1970s, F&R has provided geotechnical engineering and CMT services for over 40 WCPSS projects ranging from renovations and additions to existing structures, to the construction of new three-story schools.  Above and beyond foundation design and subsurface related issues, our geotechnical engineers have provided recommendations for the economic use of on-site resources ranging from the blast rock fills, to recycled construction materials to help reduce construction costs.  Our diversified technical capabilities range from the standard soils and concrete testing, to welder certification and structural steel inspection, to analysis of 75-year old mortars for correct match of consistency and strength when adding onto historical structures.  For several years, F&R has also worked closely with the WCPSS Environmental Health and Safety Department to identify and remediate a variety of environmental hazards.  F&R has provided our consulting expertise on asbestos abatement projects, lead-based paint identification and remediation projects, hazardous materials assessment and clean-up, and evaluation of indoor air quality.  F&R has remained flexible and adaptable by assisting the EHS department with environmental concerns associated with both occupied and vacant facilities, tight vacation and holiday work schedules, and major renovation or demolition projects.

 

Greenville County Public Schools; Greenville, SC

The School District of Greenville County, SC and Institutional Resources, LLC (InRe) began working together on an $800 million school construction plan. F&R has performed numerous projects for the school district and received one of the first assignments from InRe - providing a geotechnical evaluation for the proposed replacement facility for Blythe Academy. The school district asked firms to offer creative approaches to place the nearly 9,000 students currently in portable buildings into permanent classrooms, while maintaining an already stretched budget, and precluding the need to raise taxes. In response to the challenge, Bob Hughes of Hughes Development and his partners; Global Performance, Shouse Development Corporation, and Hanscomb formed a private corporation called Institutional Resources to manage an accelerated four-year financing and construction plan. The plan is the largest school construction project in state history. At the heart of the plan is a method for public entities to access private capital markets at the lowest interest rates available in decades, thus reducing the burden on taxpayers. Traditionally, the school district funded projects through the issuance of bonds within a state-mandated maximum bonding limit. A private company BEST, Inc.) was formed to manage the sale of private bonds to provide the necessary capital for the project.

 

Asheville Christian Academy; Asheville, NC

Located on former farmland, the Asheville Christian Academy is a preschool through grade 12 facility.  The new campus consists of three distinct but integrated structures and athletic fields.  F&R performed observations and dynamic cone penetrometer testing during construction of the building foundations.  We also provided engineering recommendations for remediation of limited soft soil conditions encountered in the auditorium.  Testing of concrete including slump, air content, temperature and compressive strength testing was also performed.
