Materials Testing Projects
Roanoke County Public Schools, Roanoke, VA
The Hidden Valley High School project was a two- to three-story steel frame, masonry facility that had a construction cost of approximately $38 million. F&R performed construction materials testing and inspection services on the base aggregates, cast-in-place concrete, reinforcing steel, structural steel, metal decking, concrete masonry units, mortars and grout. F&R monitored construction materials and construction methods for compliance with the contract documents, applicable building codes, and BOCA 1705 special inspections.
Warrenton-Fauquier Airport, VA

F&R provided the quality control inspection services, which include the drafting of the project Quality Control Plan for the Warrenton-Fauquier Airport expansion. In addition to the quality control services, F&R is providing the testing and inspection of all the soils and base material underlying the new runway and taxiway. This project required personnel to be on-site daily, and to interface with the design engineer, Campbell & Paris, as well as the general contractor. F&R has an on-site concrete laboratory in order to process cylinders. All test locations, soils and concrete, are plotted using a GPS portable device, and mapped on the construction plans provided by the engineer. .
Baltimore-Washington International Airport, MD

F&R provided the Contractor Quality Control Testing and Inspection services for Facchina Construction as it undertook the relocation of the rental car facility. This project required the development of 900,000 cubic yards of cut-to-fill earthwork, over 40 acres of surface parking facilities, a two million square foot state-of-the-art rental car facility, and a customer service mall. F&R’s technicians and engineers were responsible for materials testing and inspection activities on the project including, earthwork, concrete, reinforcing and post-tensioning steel, asphalt, and structural steel.
Newport News-Williamsburg Airport, VA

F&R has provided geotechnical engineering and materials testing services for a number of improvement projects at the Newport News-Williamsburg International Airport. Past projects have included the development of the terminal access road and parking improvements as well as the South Corporate Apron project. F&R is currently providing Acceptance Testing Services in accordance with FAA requirements for a pavement section consisting of lime-stabilized subgrade, sand drainage layer, cement-treated aggregate base, and a 13-inch Portland cement concrete pavement.
Greenville-Spartanburg Airport, SC

F&R performed a geotechnical investigation of an area proposed for a new five-level parking deck to match the existing parking structure at Greenville-Spartanburg Airport. F&R’s subsurface exploration consisted of over 10 borings ranging in depth from 25 to 105 feet below the ground surface. The depths of the borings were selected to provide adequate information for design of both shallow and deep foundations systems. Prior to construction, F&R also performed an asbestos and lead-based paint survey of the existing office/toll booth that was scheduled to be demolished to make way for the new parking deck.
Capital Expansion Program - Richmond International Airport, VA

F&R has performed construction materials testing services for the Capital Expansion Program at Richmond International Airport. Our services have consisted of testing and inspection for soils, concrete, masonry, and structural steel, as well as monitoring installation of caissons and pre-cast concrete piles. F&R has been involved with this phase of the capital expansion program for years. Some of the noteworthy projects at the airport have included the recently completed multi-level parking garage, the rental car garage, the new air traffic control tower, Concourse “C” expansion, and various taxiway, roadway and parking lot expansions. Of particular note is the multi-level parking garage, which is a cast-in-place concrete structure with post-tensioned slabs bearing on pre-cast concrete piles. F&R’s services were provided for the duration of the 18 month project, and included concrete testing, post-tension monitoring, and welding inspection of the pre-cast panel connections and pile driving analysis of the pre-cast concrete piles.
University Of Mary Washington

This project includes the construction of a 19,585 S.F. Physical Fitness Center addition to Goolrick Hall on the campus of Mary Washington College. The project also includes the reconstruction of a critical slope that had failed behind Goolrick Hall. F&R is providing Materials Testing Services under the provisions of a term agreement directly with the college. Testing services include soils testing, concrete testing, reinforced masonry inspection and testing, as well as inspection of fireproofing and structural steel. The Architect for the Project is Marcellus Wright Cox & Smith Architects of Richmond, VA. The construction contractor is Haley Builders of Ashland, VA.
Residence Halls; James Madison University
The residence halls are located adjacent to the new “College of Integrated Sciences and Technology (CISAT). CISAT is a new college being developed and constructed and various structures, and will be planned and built during the next seven to ten years. The residence halls were predominantly four-story structures and consisted of steel frame construction with masonry exterior skin. The building were founded on both spread footings and deep foundations (caissons). In addition to the new residence halls, F&R has been associated with other CISAT infrastructure projects such as academic buildings, roadways, earthen berms, etc. F&R has an “open ended” annual contract with James Madison University which allows us to respond quickly and professionally to emergency needs of the university. We have been working with the JMU facilities planning department for more than 20 years.
Virginia Community College System

Since 1987, F&R has provided services to the Virginia Community College System through its Annual Geotechnical and Environmental Services Contract. F&R personnel have worked on over 100 projects encompassing 30 campus statewide. F&R recently completed a geotechnical exploration and engineering evaluation for the proposed Advanced Technical Center at the Virginia Beach Campus. Construction documents are in progress for this project, and F&R is providing on-going consulting services during preparation of the plans and specifications. For this contract, F&R provides overall management from our Richmond corporate office utilizing the experience of its President, Samuel H. Kirby, Jr., P.E. as Program Manager. Specific project orders are coordinated through each appropriate F&R office location throughout the state.
Swem Library; The College of William & Mary

F&R conducted the subsurface exploration for the original library building in the early 1960’s and for a subsequent addition in the mid 1980’s. Recently, F&R conducted subsurface exploration and geotechnical engineering analyses for the latest library expansion, which will be a three-story structure including a basement. The geotechnical analysis required for this project included deep foundations consisting of auger cast-in-place piles and lateral soil pressure evaluations for basement walls. F&R is also providing construction materials testing for the Owner during pile installation and concrete frame construction, as well as structural steel framing inspections. F&R is also currently providing the College of William and Mary with a full-range of environmental and industrial hygiene consulting, testing, and monitoring services. These services have included: indoor air quality and ventilation studies, chemical exposure assessments, asbestos and lead paint testing, abatement specifications, and project monitoring.
University of Maryland, College Park MD

As part of the design/build team, F&R provided geotechnical engineering, hazardous materials investigations, and third party testing and inspection for a four-story building, and a 200-bed student housing facility on the University of Maryland College Park campus. F&R’s engineers and inspectors provided testing and monitoring services during the construction phase of the project to assure construction was performed in accordance with project drawings and specifications, as well as local, state and national building codes. Items F&R provided oversight and inspections for included all earthwork and foundation systems including foundation drainage and waterproofing, stick-built wood framing, Hambro Joist and Ceiling Systems, firestop and fireproofing materials and masonry construction.
