Blue Plains Advanced Water Treatment Facility

As part of the Blue Plains Construction Management Team, F&R was charged with providing construction inspection and materials testing services for 27 construction contracts totaling over $300 million in construction costs.

Our services included, project administrative support, concrete testing and inspections, fill placement monitoring and testing, structural steel testing and inspection as well as roof inspections. Specialty services provided for this project included environmental sampling of hazardous materials including lead based paint, load testing of anchor systems, and forensic investigations of failed materials.

F&R also performed a series of 60′ borings and associated geotechnical investigations for a new two story, 37’ by 22.5’ steel framed, masonry addition to an existing laboratory.

To date, F&R has continued our work on site providing Special Inspections for the construction of the Enhanced Nitrogen Removal Facility. This upgrade was part of an ongoing program to increase efficiency of the plant and improve the quality of the plant effluent. The construction included mass excavation on portions of the site, surcharge loading with the aid of wick drains on other portions of the site, sheet piling, installation of a structural slurry wall with facing, tie back installation, installation of partial displacement piles for foundation support, jet grouting for underpinning support of the adjacent treatment facilities, and mass concrete pours for mat foundations and structural elements associated with construction.
