This project involved constructing new high-voltage transmission infrastructure to improve electrical reliability and capacity within the Baltimore Gas and Electric (BGE) service area. The work includes development of a new 500 kV circuit from the Graceton 500 kV yard to the Maryland/Pennsylvania state line, as well as a new 230 kV double-circuit line from the existing Graceton 230 kV yard to the proposed Batavia Road Substation in Rosedale. Additionally, approximately six miles of 230 kV double-circuit transmission line were constructed between the Batavia Road Substation and the existing Riverside Station. The project was divided into three segments corresponding to each of these transmission line components. To support the new circuits, new transmission towers will be constructed at each site on deep drilled-shaft foundations.

F&R provided subsurface exploration and geotechnical engineering services in support of the transmission line design and construction. The field program included 257 standard penetration test borings drilled to depths of 40 to 50 feet, totaling approximately 10,350 linear feet of drilling and 400 feet of rock coring. Laboratory testing was performed on representative soil samples to determine engineering properties for foundation analysis.

Geotechnical evaluations included development of soil parameters for deep foundation design software, seismic site classification, and recommendations for drilled-shaft foundations. The final geotechnical reports summarized subsurface conditions, provided foundation design parameters, and included recommendations for placement and compaction of structural fill materials.
