Chasen is a mixed-use multifamily development located on a 2.45-acre urban infill site in Richmond’s historic Scott’s Addition neighborhood. The project has transformed a previously developed commercial property into a vibrant residential community featuring three adjoining mid-rise apartment buildings with 352 units in studio, one-, two-, and three-bedroom layouts, and over 5,000 square feet of ground-floor retail space. The development includes structured parking within podium levels, reinforced masonry elevator and stair cores, and a combination of structural steel and wood framing systems. The construction process involved demolition of existing site structures and installation of underground infrastructure.
F&R provided environmental, construction monitoring, construction materials testing, and special inspection services throughout project development. Environmental services included a limited underground storage tank soil assessment and oversight of the removal of a storage tank encountered during site redevelopment activities. Following tank removal, F&R’s team directed additional soil excavation, performed field screening, and collected samples for laboratory analysis.
To support demolition and foundation installation activities within this dense urban setting, F&R implemented a geostructural monitoring program designed to document existing conditions and help protect adjacent properties. Services included preconstruction condition surveys, photographic and video documentation of neighboring buildings and surrounding infrastructure, crack mapping, and installation of survey targets for ongoing movement monitoring during construction.
Construction materials testing and special inspection services included field and laboratory evaluation of earthwork materials, monitoring of rammed aggregate pier installation, concrete and masonry testing, structural steel and wood framing observations, post-installed anchor testing, floor flatness/floor levelness measurements, and ground-penetrating radar scanning. Through coordinated environmental, monitoring, and quality assurance services, F&R supported construction quality and regulatory compliance, contributing to efficient project delivery in a challenging urban redevelopment environment.
